The Bank of New York, which took back the property through foreclosure late in 1994, sold it a year and a half ago to the new developer for just under $1 million. At Bergen Ridge, the brick-and-vinyl clapboard homes will be centered in the middle in four clusters, each with six to 16 units that follow the natural contours of the site.
